Settings should be modeled after nycpython.com

We plan to integrate irclogs into [nycpython.com](https://github.com/NYCPython/nycpython.com/tree/master/nycpython), so the settings configuration here should be compatible with that. Additionally, it's more flexible than our current setup (but potentially more confusing as well).
