Describe the bug
My primary monitor is 4K with 200% scaling and my second monitor is 1080p with 100% scaling.
The start menu looks fine on my 4K monitor, all is properly scaled and displayed, but on my 1080p monitor, the icons are huge.

To reproduce
- Set 200% scaling on primary monitor
- Set 100% scaling on secondary monitor
- Open start menu on both monitors.
- Observe that on the monitor with smaller scaling, the icons are huge.
Expected behavior
The icons should not use the scaling from the first monitor on the second monitor.
