Describe the bug
Plugin settings page for Content Intelligence provides conflicting information. A notice states "All Content Intelligence AI functionality is disabled for this website." But, the Enabled checkbox next to AI Features remains checked.
Attempts to uncheck the checkbox fail and sometimes cause a fatal error.
The associated feature flag, release_grant_content_suggestion_api, is not applied (correctly corresponding to the notice that says the AI functionality is disabled).
