Support windows_amd64_rtools / windows_amd64_mingw platforms (crypto unavailable in DuckDB R on Windows)

Hi — thanks for maintaining this extension.

The description.yml in duckdb/community-extensions currently lists:

excluded_platforms: wasm_mvp;wasm_eh;wasm_threads;windows_amd64_rtools;windows_amd64_mingw;

Because windows_amd64_rtools is excluded, the extension can't be installed from the DuckDB R package on Windows.

Would it be possible to add these plathforms ?

Hi @thiagodoregosousa,

We've had a lot of problems trying to build for RTools in the past. The version of RTools we're compiling against is very old in DuckDB 1.5, maybe in 2.0 we can revisit it.

Can you use a different platform?

For now I can use the extension via the DuckDB CLI on Windows, but not via the R package, which our team relies on for most projects, so we'll be looking forward to a revisit in 2.0.

Could you say a bit more about the RTools build problems? Is there a specific commit or CI log I could look at to understand what's failing?

I think 2.0 will update the version of RTools being used. There are some compilation errors regarding openssl and rtools last time I tried to build this extension for rtools. I'll have my agent give it another shot.
