Actor network policy should support in-cluster service / ClusterIP like OpenTelemetry Collector endpoint

While we are implementing the network policy enforcement, let's make sure the actors still have a path reach to the in-cluster service like the OpenTelemetry Collector (e.g., opentelemetry-collector.gke-managed-otel.svc.cluster.local).
