Dep sweep: uv lock refresh (x402 2.16.0, ty 0.0.62, transitives)

uv sync --upgrade with all extras and groups; the x402 lib moves within
its declared range 2.15 -> 2.16. 1841 tests green at 95.36% coverage
(Tier A bar 95), ruff + ty clean.
