Trigger status window times all in LNGS local

Not sure if it's the web or the trigger reporting the wrong times. Can probably lift 'last update' times from OID of mongo doc in order to ensure you get UTC.

I set the eventbuilder system clocks to UTC on August 10, so I'd guess this is fixed now?
