The NIHMS PACM API is being retired and replaced with the NIHMS Institutional Monitor which is a website and not an API

Why?
We rely on PACM in order to harvest information about the status of submitted publications
How?
There is a CSV report available through the web site which we may be able to use.
Acceptance Criteria
Ensure that we can monitor submissions to NIHMS. Check that the formatting of email has not changed and if we still need the email processing if we use the monitor site.
