Subject: [PATCH] feat(types): Export DataCollectionUserOptions from
 sentry_sdk.types

Make DataCollectionUserOptions importable from sentry_sdk.types at
runtime, without requiring a TYPE_CHECKING guard, consistent with the
other public types.
