Subject: [PATCH 1/2] fix(ci): run Server API tests from repo root

The refactor-structure PR moved the Express backend (package.json, __tests__/, etc.) to the repo root, but this workflow still did `working-directory: ./server`, which no longer exists. That made every run fail immediately with "No such file or directory", so the Server API tests check has been red on every push/PR since. This points the checkout, install, cache, and test steps at the repo root to match the current layout. Verified locally: `npm ci && npm test` passes (12/12 tests, 2 suites) from root.
