Update the upstream-settings documentation to reflect that least_time load balancing is now available in NGINX OSS as of v1.31.0. Previously it was listed as NGINX Plus only.

This is part of nginx/nginx-gateway-fabric PR #5381 which makes least_time LB available in OSS and updates default LB methods.

The specific file to update is content/ngf/traffic-management/upstream-settings.md. Changes needed:

• Remove least_time from the Plus-only load balancing methods list
• Update default LB method for regular upstreams to least_time header
• Update default LB method for stream upstreams to least_time bytes

No hard deadline. Ideally merged alongside or shortly after nginx/nginx-gateway-fabric PR #5381.
