PyPy 7.3.22 - Disable tests due to regression

Tests are currently broken on PyPy 7.3.22. This issue is just to track resolution, the PyPy team is usually extremely reactive.

There are multiple issues:

• 7.3.22 regression of decorators in interpreter pypy/pypy#5484
• Regression with interpreters pypy/pypy#5505

We'll disable PyPy tests for now because pypy/pypy#5505 is still blocking. They have not been passing since may :/ See 35883c1
