Add Groups Search on User Groups Management

If you go to User Management, search for a user, click Edit > Groups. The dropdown is populated with a TON of groups in prod. You can't search and they're not alphabetized.

Suggestion: replace this dropdown with a type search dropdown to allow you to filter the responses
