Subject: [PATCH] ci: add Claude Code GitHub Action for @claude mentions

Matches the workflow already in use on python-mlb-statsapi in the same
org, so tagging @claude in an issue, PR comment, or PR review triggers
Claude Code to respond (e.g. for code review requests).
