harvester: raise error if we have CERN-EP approval number is not already created in the DB

we need this to understand if there is someone trying to bypass the ep approval process (basically EP approval number can be only given through the CDS system - if there is any record which is incoming from inspire but does not have it, we should flag this to the curators)
