Firefly-2112: "Add ESLint job to PR pipeline for Dev Branch"
Description
This adds the ESLint configuration and workflow. For now, it will be red; however, it is not blocking.
I will PR later to get the error messages to 0 and the workflow status to show green.
Testing
There is none. This pull request is proof that the workflow works as intended.
