A couple issues with the config In cdf/science/pipeline.toml:

• There is a static value for gain and read noise that does not take into account possible variation among the SCAs. We need to check whether SCA gain and read noise will vary, both across SCAs and across time.
• We need the option of reading different toml files for different sims that do not affect the full operational configuration. Each sim will have certain unique configuration values that will not match the values we need for real observations.
