incorrect image
Added a new line introducing usage scenarios for data exploration.
Updated images in the usage scenarios document to reflect new sources and added additional context on procurement trends and infant mortality rates.
Updated figure captions for clarity and consistency.
Updated figures and image references in the usage scenarios procurement documentation. Improved clarity in figure descriptions and added new images for better visualization.

Adds Read the Docs content for the FemHealth Data Collaborative user guide, structured as its own standalone Sphinx toctree under
cds_docs_femhealth/— a separate documentation section, not nested under the existing IDS-DRR manual. Covers what the collaborative is, how to navigate it, and a full walkthrough of one use case (MCH procurement vs. infant mortality outcomes in Assam), broken into two scenario groups with supporting screenshots.Type of Change
