Decide the Review Profile setting for Google sign-up

What: The "Create your CivicDataSpace account" screen only appears when Review Profile (first broker login) is on. On missing (the default) Google users skip it. On on, existing users also see it before "Existing account found".
Why it matters: Neither setting matches the design. This is a realm flow configuration decision, not only a theme change.
Fix: not fixed — needs a decision on the DataSpace realm flow.

Repro

• Review Profile missing (default): new Google user skips "Create your CivicDataSpace account" and goes to the app (or Terms, if that required action is on).
• Review Profile on: new Google user gets the screen (matches design); an existing user also gets "Create your CivicDataSpace account" first, then "Existing account found".

First broker login flow order: Review Profile → User creation or linking → Confirm link existing account → Account verification options.
