Update password and Terms pages still use the default Keycloak look

What: login-update-password.ftl (after a reset link) and terms.ftl (when the Terms required action is on) render as default pages inside the new shell: plain heading, no show/hide toggle or requirements, and Accept/Decline both primary.
Why it matters: Inconsistent with the redesigned screens in the same flow.
Fix: not fixed — add custom pages for both.

Repro

• Update password: reset-password email link → required-action?execution=UPDATE_PASSWORD → plain "Update password" heading, info alert "You need to change your password.", unlabelled inputs without placeholders or show/hide, Sign out from other devices, Submit.
• Terms: first Google sign-in when the TERMS_AND_CONDITIONS required action is enabled → required-action?execution=TERMS_AND_CONDITIONS → plain "Terms and Conditions" heading, no terms text, Accept and Decline both primary buttons.
