Integrate POTD outage/streak freeze/recalc for user scripts directly into website with audit log, and a separate access control

Also we can add a feature that anybody can request the run of these scripts with the valid parameters and valid reasons, but the scripts will execute only when an admin approves it. (admin should get notified about such requests).
