changelog: add v0.38.1 release notes (+ CMS backfill for v0.37.2 and v0.38.0) - #1845

Docs block for the v0.38.1 backport: Sonnet 5.5, Ideogram 4.5 and HeyGen Video 1.0 partner nodes, plus the Qwen-Image 2.1 int8/int4 cache crash fix. The bundled-templates bump is omitted (WIKI dependency). Includes the ja/zh/ko docs translations (pnpm translate -- changelog/index.mdx), the CMS staging for comfyui (simplified EN + zh/ja/ko/fr/ru/es), the mirrored cloud EN + locale staging, and the published registry after the comfyui publish.

Owner review on the cloud preview: keep the two media models first and the Claude node line last. Applied to the docs block (en/zh/ja/ko) and every CMS staging locale for comfyui and cloud. URLs and bullet counts unchanged.
Simplified EN plus zh/ja/ko/fr/ru/es for comfyui, and the mirrored cloud staging with cloud template links for Ming Image 0.1 Design, MiniMax H3 Fun ControlNet Union, Seedance 2.5 Draft and Seedream 5.0 Flash. Items without a cloud template keep their PR link.

Summary
ComfyUI v0.38.1 shipped on September 30, 2026, but the changelog page still ended at v0.38.0 (September 29). This adds the missing entry so the page matches the published release, and backfills the in-app popup content that was never staged for v0.37.2 and v0.38.0.
