docs: firm the Quiver Arrow 1-series retirement warning in the pricing page

Quiver retires the Arrow 1-series models (arrow-1, arrow-preview, arrow-1.1, arrow-1.1-max) on October 16, 2026 and returns 404 model_not_found afterwards, without re-routing requests to Arrow 2.

• tutorials/partner-nodes/pricing.mdx warned that the models "may stop working". The vendor notice is a hard cutoff, so it now says "stop working" in all four locales; the locale block hashes were refreshed with sync-hash-i18n.ts.
