Fixes review findings for locale-dependent decision keys and host span sampling. Uses code-unit ordering with a locked SHA-256 regression fixture, preserves AlwaysOn sampling when host processors require every span, and covers paused/rolled_back central-disabled policy paths. Verification: @rdk-moss/agent full suite passed (255 test files); pre-push boundaries, hygiene, and lint passed.
