Summary

make the AGENTS.md hygiene guard verify the Git index rather than file existence
export the existing experience log and objective verifier APIs through supported package subpaths
add a public API regression spec

Validation

npm run verify (256 spec files passed)
pre-push boundaries + hygiene + lint passed
