Adds a dedicated CI gate running check_docs_private_markers over docs/**, proving no private piloting marker leaks into the published docs (anti-regression at HEAD). Gate command single-sourced in scripts/gates/docs-privacy.sh (mirrors the security and tests gates). Installs the pinned runtime group (defusedxml).
