ci(layer-b): ruleset payload + RC3 mirror guard#3

Populate .github/rulesets/main.json with the Layer B payload: required_status_checks (strict) over the five required contexts, plus a code_scanning rule (CodeQL, high_or_higher / errors). Written, not armed -- arming returns 403 on a free private repo and takes effect only once the repository is public. Add RC3 to check_required_checks: confront the ruleset contexts against the required set in required-checks.json, so the hard-coded mirror (setup-layer-b.sh posts main.json verbatim, no generation step) is decidable -- red on drift rather than silent. Floor extended with two RC3 cases (both directions, mutation-proven); ARCHITECTURE inventory regenerated.
