chore: sync dev with master (CI artifact storage)

Summary

• Brings dev level with master after 8966013 (ci: public repo uses GitHub's free artifact storage) landed directly on master.
• No code changes beyond that one CI commit; keeps master = dev as the integration invariant.

Merging with admin: the failing Package smoke check builds this PR's head (master), which does not yet carry the libheif budget re-base from #378. dev already has that fix, so bringing master's single CI commit into dev cannot regress it; the follow-up dev→master promotion carries the fix to master and will run smoke green.
