Bumps the version to v0.1.11 and pins convox.yml to the :v0.1.11 image. It also labels the anchor bucket retention release note with the version that introduces it.

Before deploying v0.1.11, give the gateway's IAM role s3:GetBucketObjectLockConfiguration on the anchor bucket. The release refuses to start without it. See "Anchor bucket retention checked at startup (v0.1.11)" in the upgrade docs.
