Bumps the version to v0.1.13 and pins convox.yml to the :v0.1.13 image.

This release fixes the CircleCI approval handoff (#153, #154). The hold job in the workflow that requested the approval is now approved even when CircleCI leaves that workflow out of the pipeline's workflow list. The upgrade has no migration and needs no action.
