Implement Function Dropping/Reinsertion system

This system would be used in order to prevent a lot of unused or unreachable functions from sitting inside the varmanagers function map. Also see #15

Another step that should be implemented in this is sharing the RootNode between functions that use it and only swap the scope.
This could be done safely with an RwLock
