[Feature]: Helpop - ticket creation, statuses and assigned admins

I want to better manage helpop reports from players.

Describe the solution you'd like

GUI for admins that allows to resolve helpop cases:

• clicking on helpop message would resolve helpop case
• past helpop requests
• resolve status of cases and information on which admin closed the case

Additionally user suggested:
discord hook - sent when any user on the server requests Helpop

Describe alternatives you've considered

Scripting it or using alternative plugin.
