Explanation of Change

Companion help site update for Expensify/App#95204, which excludes workspace expense reports whose only expense is a pending (unposted) Expensify Card transaction from the Submit to-do and no longer shows a Submit button for them until a transaction posts.

The article Create and Submit Reports previously stated that all-pending Expensify Card reports still show the Submit button and produce an Unable to submit report error on click. After #95204 that is no longer true, so this PR updates the section "Why can't I submit a report with pending Expensify Card transactions?" to reflect the current behavior:

  • The Submit button no longer appears for all-pending Expensify Card reports.
  • Such reports are no longer counted in the Submit to-do.
  • Once at least one transaction posts, the Submit button reappears and the report can be submitted.
