Send empty bank account when disabling payments

Explanation of Change

When disabling Make or track payments, App now sends bankAccountID: 0 to SetWorkspaceReimbursement.

Before this change, App sent the existing workspace bank account ID even when the new reimbursement choice was reimburseNo. That made the backend treat the request like a bank account update. Payments Admins can manage Workflows > Payments, but they may not have access to the workspace owner's bank account, so the request failed.

This keeps the existing bank account ID for enabling or changing payments, and only clears it for the disable path.

PROPOSAL:

Tests

1. Log in to NewDot with a workspace owner account.
2. Create or open a Control workspace.
3. Set up a business bank account for the workspace.
4. Invite another user to the workspace as a Payments Admin.
5. Log in as the Payments Admin.
6. Go to workspace settings > Workflows.
7. Turn off Make or track payments.
8. Verify the toggle turns off without an error.
9. Refresh the page and verify Make or track payments is still off.

• Verify that no errors appear in the JS console

Offline tests

1. Repeat the tests while offline.
2. Verify the toggle updates optimistically.
3. Go back online and verify Make or track payments remains off after the request finishes.

LGTM! There is one issue where to add bank account again properly you need to go to wallet first or maybe need to revisit the workflow page. But that doesn't seems to issue of this PR.
