[Part 11] Refactor phone number formatting in workspace pages

Explanation of Change

• This update expands the workspace phone-number formatter cleanup beyond the earlier categories/tags slice so the remaining workspace receipt-partner screens follow the same shared localization path as the rest of the app.
• The goal is to remove another set of direct old-helper usages in workspace screens, which keeps formatter behavior consistent and reduces the chance of these pages drifting from the central useLocalize formatting logic.
• Keeping this scope inside workspace screens also avoids pulling in shared delegate components, which are used in other parts of the app and would turn this into a broader cross-cutting change.
