Add mp4 file support for Catpacks

I'm trying to make a long animated catpack but the gif file size is going to be so big (over 20gb). using mp4 file will be so much better

Make mp4 files can be used as a catpack

I will be able to use mp4 as catpack and the file size is going to be so small and it will be able to run
