Add team catalog module

Summary

• add an authenticated v2 team catalog
• support case-insensitive team-name and team-number prefix search
• prioritize the authenticated account's team before bounded pagination
• derive response contracts from Drizzle and publish the route in OpenAPI

• bun run test (26 passing)
