仓库 SVC 配置仍声明 10，而当前工具是 14；该既有 drift 与本次 artifact 所有权无关，未混入修改。
workflow_run使用默认分支 workflow；新 preview controller 需在本 PR 合并后由下一条同仓 PR canary 做远端部署验收。
