…gacy DocFX PR Added the azure/ install and update guides (PT and EN) under rest-pki-core/on-premises, inlining the DocFX include snippets that the legacy site pulled in via [!include]. Added the azure folder as a new top-level entry (position 4) alongside linux/tool/major-updates, which required shifting the existing flat pages' sidebar_position by one to avoid collisions.
