What does this PR do?
Moves CI off runner images that GitHub is retiring and pins the rest, instead of relying on floating
-latestlabels.ubuntu-22.04/ubuntu-latest→ubuntu-24.04macos-14→macos-26windows-2022/windows-latest→windows-2025exclude/includeentries inci-testing.ymlare updated to the same labels, so they keep matching.UV_PYTHON_PREFERENCE): macOS 26's system Pythons take ~35s per<host>.locallookup, which makestest_cache_for_image_dataset_distributedtime out (gloo init). uv's builds and macOS 14 do it in ~0.03s.Why
