workmanager v0.10.10 — Dart-initiated background handshake fix (#738)

workmanager_android v0.10.9 — background handshake race fix (#732, #738)

• Background tasks no longer fail ~30 seconds after start on Android 16 when the Dart isolate is slow to boot. Root cause: the Pigeon migration inverted the handshake and sent the task to Dart before the isolate had registered its channel handlers — the message was lost, so the callback never ran (the 0.10.9 watchdog only turned the hang into a visible failure).
• The handshake is Dart-initiated again: the task registers its handlers first, then signals the native worker (notifyBackgroundChannelInitialized), which only then invokes the task. Race eliminated by construction; the 30s watchdog stays as a dead-engine guard.

workmanager_apple v0.9.11

• Accepts the new Dart readiness signal (compile parity with the Android fix). Apple headless-engine alignment is a follow-up.

workmanager_platform_interface v0.10.5

• New internal host signal notifyBackgroundChannelInitialized backing the handshake fix.

workmanager v0.10.10

• The fix (Dart side sends the readiness signal after handler registration).
