fix(dependabot): disable cooldown for submodules - #886

This repository uses gitsubmodule updates that should not be subject to Dependabot cooldown throttling. The config now explicitly excludes all entries from the cooldown policy for the gitsubmodule ecosystem to keep updates immediately eligible.

Description
This updates the Git submodule Dependabot configuration to set the default cooldown to 0, preventing submodule update PRs from being delayed by the default cooldown window.
