Cursor goes under Wind's own tray menu

Field 2026-09-29: with Wind's tray right-click menu open, the cursor sprite is drawn under it. The sprite stayed in band 16 (no layer switch logged), so the menu window sits at or above it. Needs a band measurement of the menu window while open.

The band-switch workaround on fix/290-tray-menu-cursor is dropped unmerged. It coincided with intermittent RTSS/WebView2 crashes when Settings was opened from the tray, and the menu could still sit above the Snipping Tool overlay. The root fix is #291 (PR #292): the tray icon and menu move into WindTray.exe, which runs without UIAccess, so the menu stacks below the cursor like any other app's menu. This issue closes when #292 merges.
