The GitHub runners now ship Maven 3.10.0, which broke the
Publish Snapshotjob withNoClassDefFoundError: MessageUtilsthrown by maven-git-versioning-extension 9.11.0.Bump the extension to 9.12.3, which fixes this (qoomon/maven-git-versioning-extension#418).
Tested locally with Maven 3.10.0:
mvn deploy -Ppublication -Dprettier.skip=true -ntpsucceeds.Also ran the publish-snapshot GH action on the branch and it built properly with mvn 3.10
