[Feature] Support Docker installed using snap

As the use of snap to install Docker becomes more prevalent, adding support for Docker installed using snap is required.

@ansh-devs given that we've now released NVIDIA Container Toolkit v1.18.0 a good start would be to assess the current state. Here it would be good to define how to configure the daemon to be aware of the nvidia runtime AND whether CDI works out the box for more recent Docker versions.
