CI on main fails after every release merge and stays red until someone re-runs it

After every release merge, CI on main fails and stays red.

The version check refuses a main whose version has no tag, and a release PR is merged before its tag is created. So the CI run for every release merge fails before any test runs, and nothing re-runs it once the tag exists.

Fix direction: re-run CI for the tagged commit once the release tag exists, or also run CI when a release is published.

Re-running the 4.10.8 merge's CI after the v4.10.8 tag existed passed. The failure is only the order of merge and tag.
