docs(prompt-management): document bulk prompt fetch by label

Changes

Documents the new SDK bulk fetch for prompt management (PostHog/posthog#95460):

• New "Fetching all prompts at a label" section with Python (get_all, feat(ai): add Prompts.get_all to fetch all prompts at a label posthog-python#938) and JavaScript (getAll, feat(ai): add prompts.getAll to fetch all prompts at a label posthog-js#4903) examples.
• Caching section: added the bulk warm-up bullet.
• "How label changes propagate": noted that a bulk fetch fails with an error on servers without label support, unlike the single fetch which warns.

No visual changes, docs text only.
