Rework the special condition for mutual awareness

- Ancillary effects should not have special types (right now, there is the ":need_awareness" special type in the mutual awareness ancillary effect definitions).
- Instead, ancillary effects should have a "custom keys" parameter wherein any custom keys needed by the action can be specified and used throughout the ancillary effect.
