Updates the
QuantConnect.pythonnetpackage reference to 2.0.60 in all projects.Depends on QuantConnect/pythonnet#133 (2.0.60 version bump + fix for the empty
**kwargsoverload binding crash, QuantConnect/pythonnet#132) being merged and the 2.0.60 package being published.
