while that PR was being merged, so it did not make it in.
Description
Removes the "Issues and Bugs" note from the README. The "we are still in
the process of knocking out some bugs" framing is no longer relevant.
Nothing is lost: GitHub surfaces the Issues tab natively, and the forum
remains linked under Quick Links.
README-only change; no code paths touched.
